3.3.18 Released

RubyGems 3.3.18 includes enhancements and bug fixes.
To update to the latest RubyGems you can run:
gem update --system
To install RubyGems by hand see the Download RubyGems page.
## Enhancements:
- Make platform
universal-mingw32match “x64-mingw-ucrt”. Pull request #5655 by johnnyshields - Add more descriptive messages when
gem updatefails to update some gems. Pull request #5676 by brianleshopify - Installs bundler 2.3.18 as a default gem.
## Bug fixes:
- Make sure RubyGems prints no warnings when loading plugins. Pull request #5607 by deivid-rodriguez
