3.4.6 Released

RubyGems 3.4.6 includes enhancements, bug fixes and documentation.
To update to the latest RubyGems you can run:
gem update --system
To install RubyGems by hand see the Download RubyGems page.
## Enhancements:
- Allow
requiredecorations be disabled. Pull request #6319 by deivid-rodriguez - Installs bundler 2.4.6 as a default gem.
## Bug fixes:
- Include directory in CargoBuilder install path. Pull request #6298 by matsadler
