3.4.21 Released

RubyGems 3.4.21 includes enhancements and documentation.
To update to the latest RubyGems you can run:
gem update --system

## Enhancements:
- Abort
setup.rbif Ruby is too old. Pull request #7011 by deivid-rodriguez - Remove usage of Dir.chdir that only execute a subprocess. Pull request #6930 by segiddins
